The complex plan is for a complete web site/ web application developed from scratch and containing many varied functions to be written from the ground up. This document is very specific and drills down to the "user clicks here this happens level", includes screen captures of the major screens that the users will see and interface with as well as proposing solutions to any major obstacles which are uncovered in the analysis. Also included are all events such as registration login and email events, when they will happen and where the user will go from that point in the user session at your site.

Armed with this plan you will have an instant and clear understanding with your designer/development team about what all the expectations are, what the site will do and how. This will speed up the whole development process enormously and lessen any misunderstandings and delays. It will also give you proof as to whether the site has all the functioning you contracted for in case the designer/developer tries to short change you by taking shortcuts.
